Citilink Flight Information Regarding COVID-19

  • The regulations below are the document requirements for domestic flights during the Enforcement of Community Activity Restrictions (PPKM) effective from 26 July 2021 until further notice.

    Attention: Negative COVID-19 test results must be issued by the Health Service Facility (fasyankes) mentioned in the RI Minister of Health Decree (see list here) and passengers must ensure that the test results are uploaded to the eHAC system by the relevant health facilities.

     
     
    Travel Restrictions & Document Requirements
     

    The following provisions are the travel document requirements during the public activity restrictions (PPKM) until further notice

    Attention: COVID-19 test results must be published from one of the health facilities registered on the Indonesian Health Ministry that you can find here and passengers must make sure that it is uploaded to the eHAC system integrated into PeduliLindungi app by the health facility (you can download the app on Android and iOS)

    Travel restrictions and document requirements mentioned for each destination below are based on each destination governments/local governments/related authorities regulations :

    Vaccination participants at I Gusti Ngurah Rai International Airport (DPS) Bali cannot fly on the same day as the vaccination.

    Passengers who have been exposed to COVID-19 in the last three months can bring a COVID-19 Survivor Certificate as a reference for not being vaccinated.

    Specifically for departures from Bali to the passenger's home area:
    Foreigners who depart from Bali with international destinations via domestic flights and transit for no more than 24 hours at the transit airport, are not required to show a vaccine certificate.

    An RT-PCR or Rapid Antigen test will be carried out on arrival by the COVID-19 Task Force at the cost of the passenger.

    Passengers originating from level 3 and level 4 areas based on the instructions of the Ministry of Home Affairs regarding Emergency PPKM are required to self-isolate for five days and may carry out activities if the RT-PCR test result is negative.

    The negative result of the RT-PCR test must be accompanied by a Wet Cap/BarCode/QRCode issued by a health facility registered with the Health Service of the area of ​​origin of the passenger.

    Passengers from abroad to the Central Kalimantan Province are required to undergo quarantine in a place provided or determined by the local government/company/business entity/private at independent cost for 14x24 hours. Except for travelers in the following categories (must be accompanied by a certificate from the relevant agency):
    - Official travel (TNI/Polri/ASN/BUMN/BUMD)
    - Sick family visit
    - Visits mourning family members died
    - Pregnant women accompanied by one family member
    - The importance of childbirth accompanied by two people
    - Other specific interests

    Passengers staying at hotels / inns /  guesthouses / other similar facilities are required to show a certificate of negative RT-PCR/rapid antigen results valid for 3x24 hours and show a COVID-19 Vaccination Certificate as a condition of stay.

    Travel out of Central Kalimantan province must be accompanied by a travel certificate from local officials (Camat / Kapolsek / Koramil / Kades / Lurah).

    *Departure from Manokwari to the Level 1/Level 2 area is allowed to use the Rapid Antigen test results 1 x 24 Hours.

    Ambon, Batam, Bengkulu, Berau, Gunungsitoli, Kendari, Lampung, Mamuju, Medan (Kualanamu), Padang, Sorong, Ternate, Tanjung Pinang, Timika
    2 x 24 Hours Not Valid* *Departures between cities in Bangka Belitung Province; COVID-19 test results can use a negative Rapid Antigen test result valid 1 x 24 hours from sampling.

    *Departure to Timika from within Papua Province;

    Upon arrival at Sam Ratulangi Airport, passengers will be required to do Rapid Antigen test by local authorities.
    To Lombok
    2 x 24 Hours Not Valid* *The negative result of the Rapid Antigen test is valid for 1 x 24 hours if permitted by the KKP of the departure airport and is equipped with a complete dose of COVID-19 vaccine certificate (second dose).

    2 x 24 Hours Not Valid* *The negative result of the Rapid Antigen test is valid for 1 x 24 hours if permitted by the KKP of the departure airport and is equipped with a COVID-19 vaccine certificate at least the first dose.

    Not Valid* A Rapid Antigen test will be carried out upon arrival and if the results are positive, an RT-PCR test will be carried out and mandatory isolation waiting for the results.

    *Departure from Gorontalo to Level 1/Level 2 areas is allowed to use Rapid Antigen test results 1 x 24 Hours.

    The certificate must be listed in the passenger's e-HAC application and the certificate must contain a QRCode if the passenger cannot show a digital validation (barcode) of a negative RT-PCR result on the e-HAC, then cannot continue the flight or can perform the RT-PCR test reset and show the barcode.

    A random RT-PCR test will be performed upon arrival.
    To Kupang & Labuan Bajo
    (dari luar provinsi NTT)
    2 x 24 Hours Not Valid* Specifically for Labuan Bajo destinations: for tourist trips, it must be accompanied by registration on the online portal for registration of Labuan Bajo tourist visits that can be accessed here.

    *The negative result of the Rapid Antigen test is valid for 1 x 24 hours if permitted by the KKP of the departure airport and is equipped with a COVID-19 vaccine certificate at least the first dose.
    To Jayapura, Merauke & Biak

    Must be accompanied by a Travel Certificate from the highest official of the institution where you work (for those on duty) or from agencies that have an interest (for those with special interests) or from the local government of origin (for those who reside/have an ID card/identity other than Papua Province).

    An RT-PCR or Rapid Antigen test will be carried out upon arrival and if the results are positive, central isolation will be carried out at the passenger's expense.

    *Departure from Gorontalo to Level 1/Level 2 areas is allowed to use Rapid Antigen test results 1 x 24 Hours.

    Important Notes:

    1. COVID-19 test results must be published from one of the health facilities registered on the Indonesian Health Ministry that you can find here and passengers must make sure that it is uploaded to the eHAC system integrated to PeduliLindungi app by the health facility
    2. If there is a different requirement between the origin and destination, the regulations follow the more stringent requirements or follow the local Port Health Office (KKP) policies.
    3. All passengers must fill Electronic Health Alert Card (eHAC) that that is integrated with the PeduliLindungi app which can be downloaded on Android and iOS
    4. Passengers under 18 years old must follow the above requirements according to their flight destination
    5. Passengers under 12 years old are temporary not allowed to travel domestically
    6. Passengers with urgent traveling purposes and are not yet or cannot be vaccinated due to medical reasons based on a statement letter from a medical specialist from a Government Hospitals may continue their journey by providing negative RT-PCR results based on the destination requirements
    7. Passengers departing from areas that do not have RT-PCR test facilities that can publish results in a short time are encouraged to confirm the policy of the departure airport authority by contacting the Citilink Contact Center
    8. Passengers departing from border areas and 3T areas (tertinggal, terdepan & terluar) do not apply the health certificate provisions as required
    9. Domestic transit/connecting flight passengers (without exiting the transit area) may follow the final destination requirements
    10. International flight passengers entering Indonesia with a connecting to domestic flight destination must follow the international arrival requirements (please see International Flight Entering Indonesia below) and the final domestic destination requirements as above
    11. Foreigners under 12 years old are not allowed to enter Indonesia considering they are not allowed to continue to domestic flights
    12. Foreigners who are not/yet vaccinated and are leaving the Indonesian territory through a transit/connecting domestic flight are not required to show a vaccine certificate, as long they do not leave the airport area during transit and are permitted by the local Port Health Authority (KKP) at the departure airport.

    Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government. 

    Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in. Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

    • Indonesian Citizens (WNI)
      All Indonesian citizens are allowed to enter Indonesia
      Indonesian Citizens who have a history of travel to India within 14 (fourteen) days, can only enter Indonesian territory through entry-points as follows:
      a. Soekarno-Hatta International Airport - Jakarta, Tangerang (CGK)
      b. Juanda International Airport - Surabaya (SUB)
      c. Kualanamu International Airport -Medan (KNO)
      d. Sam Ratulangi International Airport - Manado (MDC)
    • Foreign Citizens (WNA)
      Foreign Citizens from all foreign countries who will enter Indonesia, either directly or by transitting in foreign countries, are temporarily prohibited from entering Indonesia unless they meet one of the following criteria:
      - Referring to Regulation of Indonesian Ministry of Law and Human Rights Number 27 of 2021 regarding restrictions on foreigner to enter the Indonesian teritory or transit in Indonesian teritory during the emergency public activity restriction. these restrictions are excluded againts foreigner holding legal and valid Visa and Stay Permit as follows : Official Visa, Diplomatic Visa, Official Stay Permit, Diplomatic Stay Permit, Temporary Stay Permit (KITAS), Permanent Stay Permit (KITAP), foreigners with health and humanitarian purpose (after receiving a recommendation from the ministry/institution that carries out the Covid - 19 handling function), and transportation crew that comes with the conveyance.
      - Referring to the Travel Corridor Agreement (TCA).
      - Obtained a special written consideration/permission from an Indonesian Ministry/Institution

    Health Protocols for All International Flight Passengers Entering Indonesia:
    All international travelers, both Indonesian and Foreign Citizens must comply with the following health protocols:

    1. Comply with the health protocols set by the Indonesian government
    2. Show a negative RT-PCR test result which sample taken in the country of origin within a maximum of 3 x 24 hours before departure
    3. Show a complete COVID-19 vaccine certificate (full dose), in a condition where the passenger cannot show a complete COVID-19 certificate, then the following rules apply:
      1. Indonesian Citizens (WNI) can enter Indonesia and will be vaccinated upon arrival in Indonesia at the quarantine location
      2. Foreign Citizens (WNA) cannot enter Indonesia. Foreign citizens who are already in Indonesia and will travel domestically/internationally are required to be vaccinated through the Gotong Royong Scheme according to the Indonesian government regulations. Excluded from the mandatory complete COVID-19 vaccine certificate requirements are:
        - Diplomatic Visa holder
        - Official Visa holder related to official/state visits of foreign officials at minimum ministerial level or above
        - Foreigners who enter Indonesia under the Travel Corridor Arrangement (TCA) scheme, according to the principle of reciprocity while still implementing strict health protocols
        - Foreigners under 12 years old who enter Indonesia and have connecting domestic flights, who are accompanied by a parent with negative RT-PCR result
    4. Upon arrival, the passenger must go through an RT-PCR retest and must undergo a centralized quarantine for 8 x 24 hours with the following provisions:
      1. Indonesian Citizens (WNI) with these criteria: Indonesian Migrant Workers (PMI); students; or Government Officials returning from a duty trip; are required to undergo a centralized quarantine in Wisma Pademangan for Soekarno-Hatta International Airport (CGK) entry-point, or in a quarantine location that is designated by the local authority for other entry-points, at the expense of the Indonesian government
      2. Indonesian Citizens outside the criteria mentioned in No 3.1. and Foreign Citizens (WNA) including foreign diplomats, (exceptions: the head of the foreign representatives and the family of the head of the foreign representatives) are required to undergo quarantine in a quarantine accommodation that has been certified by the Indonesian Health Ministry at the expense of their own
    5. Chief of foreign country representatives and their families who are assigned to Indonesia may carry out a self-quarantine at their private residence for 8 x 24 hours as specified in point number 3;
    6. In the event where RT-PCR retest upon arrival showed a positive result, medical treatments in hospital will be given to Indonesian citizens (WNI) at the Indonesian government expense and Foreign citizens (WNA) at their own expense;
    7. In the event where a Foreign Citizen (WNA) is unable to pay for their quarantine and/or medical treatment expenses, then the sponsor-ministry/institution/company that has given consideration/permission for the foreigner to enter the Indonesian territory may be held accountable;
    8. On the 7th day of the quarantine, both Indonesian (WNI) & Foreign Citizens (WNA) must go through another RT-PCR retest.
      1. Negative results: the traveler may continue their journey and are recommended to continue 14 days of self-quarantine and keep following the health protocols
      2. Positive results: medical treatment at a hospital will be given to Indonesian Citizens at the Indonesian government expense and for Foreign Citizens at their own expense;

    The above provisions are referring to COVID-19 Handling Acceleration Task Force Circular Letter Number 8 of 2021 and its addendum, and effective from 6 July 2021 until further notice.

    Passengers also may check the document requirements on Traveldoc. Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government. Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in. Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

    1. Download the e-HAC mobile apps on your Appstore or Playstore;
    2. Login / login to the e-HAC account (personal data);
    3. Select the health passport menu;
    4. Select the health passport portal menu;
    5. Select the General Hospital / Clinic / Laboratory menu for a list of Rapid Antigen / Swab PCR tests that match your location of residence;
    6. Fill in your personal data according to the available fields;
    7. Click Register / Submit to submit;
    8. Please show the data that has been registered on your e-HAC application to the health facility or clinic/hospital that you have chosen;
    9. Make sure your results are entered in the e-HAC by the health facility.

    Citilink advises prospective passengers to check flight schedules regularly by contacting the Citilink Call Center at 0804 1 080808.

    This is to anticipate changes in flight schedules related to the development of COVID-19 cases.



    Citilink is taking anticipatory steps towards this situation, through:

    • Perform quarantine management for cabin crew who are unwell or have a history of visiting countries affected by the COVID-19 outbreak
